Hitting the pause button on oil boom

We’ve been reluctant to support a moratorium, especially a bill pending in Sacramento that would require a certified finding that fracking poses no risk whatsoever. But we agree that these issues are legitimate, and they need to be addressed. The oil is there. The new report only concludes that it can’t be exracted with existing technology — a finding that isn’t entirely suprising given the inability to date of Occidental Petroleum and other companies to produce commercial quantities of crude oil in the 1,750 square-mile Monterey Shale.
