The more California’s legislature raises a tax, the more likely it is that the service for which the tax is levied will get worse. Californians pay the highest gasoline taxes in the nation, for instance, yet the state’s roads and highways, which that tax is supposed to pay for, usually rate among the worst — 47th in a recent Reason Foundation survey.
